Mark is married to Kathy Horton Hall, a retired elementary school teacher. Their son, Halen, is a student at the University of Alabama. They have been residents of Helena for 25 years.


Mark is a seasoned professional with over thirty years experience in law enforcement, municipal operations and corporate management and has been responsible for the management of millions of budgeted dollars. Mark retired from public civil service to pursue career experiences in the private corporate sector giving him unique and invaluable training in both public and private management.

Mark has served as Commander of Investigations for the City of Pelham, supervising several successful high profile capitol murder cases from beginning to end. He has also served as the Chief of Police for the City of Helena.

During his law enforcement career, Mark gained experience in public presentation including numerous appearances on local television and radio. Mark once served as a guest commentator on a local TV news special during a live 60 minute television broadcast. Experience also includes participation in design and system implementation on multi-million dollar construction projects related to security and access control.
